Bid and Proposal Manager

Responsible for the daily operations of Business Development and proposal management activities , analysis of scope and project requirements, controlling schedule of proposal plans and delivery of compliant technically and commercially response. Meanwhile leading team activities of Account Managers, Capture Managers and production team staff.

Working closely with client technical and business resources to understand needs and requirements and align the necessary internal resources and capabilities to ensure highly desirable outcomes for both sides.

 

Daily activity description:

 

1. Review and analyze all incoming bid and RFx’s to create an outline of requirements and the proposal management plan.

2. Review the terms and conditions in the RFx’s with senior management and SME as appropriate, to determine and assess risks.

3. Identifying any concerns and consideration for “Bid/ No Bid” process for each opportunity and discuss concerns with senior management team.

4. Reviewing the terms and conditions for the Large bids or proposals with senior management (Including other Directors and C Level Executives as appropriate) for risk review and mitigation discussions.

5. Managing and evaluating teaming agreements (TA) while interacting with internal and external personnel, such as but not limited to:  Services group, Product/ Marketing Managers, Buyers, Consultants, System integrators, Technology Providers and sub-Contractors involved in building the solution required for the proposal response.

6. Managing Kickoff and Progress meetings to work with bid and proposal teams, as assigned on a case by case basis and overseeing entire proposal preparation effort to create a complete, compliant and responsive customer response within established time constraints, and ensure timely delivery of the proposal.

7. Responsible for RAM and Team Task assignments while driving task owners ( technical writing, Graphics and Pricing teams ) to stay within proposal framework to insure timely coordination of combined efforts.

8. Writing, re-writing and editing responses to demonstrate competitive capabilities and utilization of Past performance boilerplate and libraries in reflection of company proposition.

9. Ensure optimal efficiency of customer experience including price quotes and offer preparation, options, identification of risk to meet client’s project milestones and deadlines, explanation of procedures, credit verification and incremental fulfillments of contracts.

10. Provide peer leadership and training to other members of the proposal team regarding Proposal and Project Management process, methods and tools.

11. Maintain on-line proposal development and archival libraries and boilerplate material throughout the proposal development lifecycle.

12. Lead definition of knowledge base, proposal reuse materials and other collateral to enable rapid response to Task Order bids, and/or direct Business Development Professional proposal responses when applicable.

13. Manage team review meeting to facilitate solution compliance, consistency and compatibility of proposal sections, value propositions and overall strategy including win themes and discriminators.
